Assisted & Senior Living: Building for Older Adults Is Essential for a Better-Functioning Housing and Care Market

Demand for suitable housing solutions for older adults is rising far more rapidly than construction output. This is a key finding from Bouwinvest’s Dutch Living Outlook 2026–2028. While the share of 65+ households grows quickly, the delivery of senior housing remains far below national targets. As a result, mobility in the housing market stalls and pressure on intramural care facilities continues to increase. 

The outlook shows that Assisted & Senior Living is a crucial link in improving the functioning of both the housing market and the broader care ecosystem.

Key insights from the Dutch Living Outlook 2026–2028 
• The 75+ population will grow by 50%, and single-person households by 41% 
• The national target of 290,000 senior homes is far out of reach 
• Older adults seek autonomy, quality, and proximity to services 
• The strongest demand is concentrated in highly urbanised regions 


What does this mean for investors? 
The outlook underscores that this is a segment characterised by strong structural demand and relatively limited supply. Opportunities lie in energy-efficient, well-designed complexes that offer social and care services in prime locations. Given the underdeveloped nature of the segment, there is room for value appreciation and, over time, yield compression.
